The Ghana Shippers’ Authority (GSA) has defended its decision to regulate Container Administrative Charges (CAC), saying the move is aimed at reducing the high cost of doing business at Ghana’s ports.
The Authority explained that the decision followed complaints from importers, exporters, and freight forwarders over excessive charges imposed by shipping lines and agents. After consultations and industry reviews, the GSA introduced a regulatory cap on the charges, although implementation has been postponed to July 1, 2026.
Despite opposition and legal threats from some shipping lines and agents, the GSA says it remains committed to enforcing reforms to eliminate arbitrary pricing practices and support government efforts to lower business costs in Ghana.
